Regular Meeting


The Board of Selectmen held a Regular Meeting at 7:30 PM 19 August 2013 in the Meeting Hall of the Old Lyme Memorial Town Hall. First Selectwoman Bonnie Reemsnyder, Selectwoman Mary Jo Nosal and Selectman Skip Sibley were present.  


1. Approval of Minutes - Regular Meeting 5 August 2013
Selectman Sibley moved to approve the minutes of Regular Meeting 5 August 2013.  Selectwoman Nosal seconded the motion.  SO VOTED.


2.  Communications - NONE


3.  Appointments
Anthony Vallombroso – Veteran’s Service Contact Person – 1 year term ending Jan. 2014
Selectwoman Nosal moved to appoint Anthony Vallombroso as the Veteran’s Service Contact Person for a 1 year term ending January 2014.  Selectman Sibley seconded the motion.  SO VOTED.


4.  Old Business
a. Rogers Lake Dam Update
First Selectwoman Reemsnyder reported on the Rogers Lake Dam Repair Project. The water level of the lake is down by about 13 inches and the lowering has stopped at this point. There will be a meeting tomorrow between the engineers, the contractor and the Town where updates will be given. A lake resident has reported that they have run out of water and the Town is making arrangements to get bottled water to them. Should there be any other reports of wells running out of water Connecticut Water will be contacted and the Town will try to make arrangements to make water available to the area.

b. WPCA WWM Study Public Information Meeting
There was a Public Information Meeting scheduled for 27 August.  The report that was received from the Engineering Firm of Woodard and Curran indicated some good and positive results, but because the Town does not have all necessary information, Woodard and Curran could not yet provide solid numbers. For this reason the meeting will not be held on 27 August.  Hopefully the meeting will be later in September.  An email will go out to the Beach Associations to let them know about the postponement and the reason for it.  The next meeting of the WPCA will be on 10 September.  The Town received the agreement on the Grant for the Clean Water Fund which is paying for 55% of this study.  



5. New Business
a. Recycling Concerns
First Selectwoman Reemsnyder reported that she had received a letter from Willimantic Waste Paper Company which is the company that takes the Town’s recycling.  In the letter they express concerns over a large amount of unacceptable items that are being placed in the single stream recycling.  This letter has been posted on the Town website and it is important for residents to understand what are acceptable items and what are unacceptable items for single stream recycling.  The Town could be fined when prohibited items are put in the recycling. First Selectwoman Reemsnyder urged all residents to be more aware of what items they are putting in the recycling. Selectman Sibley suggested that a mailing should go out to all households reviewing what items are acceptable for single stream recycling.

b. Business Breakfast Meeting
First Selectwoman Reemsnyder reported that the Town will host a Business Breakfast at the Town Hall on 25 September at 7:30 AM.  Postcards will go out to businesses inviting them to the breakfast.  The purpose of the breakfast is to reach out to businesses in Town and ask them how the Town can improve its support.  Barbara Crowley, who owns The Chocolate Shell on Lyme Street, will speak about transforming business and changing with the times.  The breakfast will be co-hosted by the Old Lyme Chamber of Commerce.  First Selectwoman Reemsnyder will invite members of the Economic Development Commission and Town employees.

c. Restoration of 48 Star Flag
First Selectwoman Reemsnyder reported that before the Town Hall Expansion Project took place there was a framed 48 star American Flag on the wall in the Town Hall.  It has been stored in the Town Hall basement since the renovation.  The estimate to restore the flag in its frame is around $6,000 and without the frame it would be around $4,000.  The appraised value of the flag is $1,500.  First Selectwoman Reemsnyder has reached out to the American Legion and VFW and will also reach out to the Fire Department, Police Department and Ambulance for assistance.

d. New Shoreline Clinic Tour Recap
First Selectwoman Reemsnyder reported that she went on a tour of the new Shoreline Clinic located in Westbrook by the Tanger Outlets.  This building will replace the one currently on Westbrook Road in Essex.  This clinic is associated with Middlesex Hospital in Middletown.  First Selectwoman Reemsnyder was very impressed with the project.

7. Other Business
Selectman Sibley asked for an update on the Bayberry Motel.  First Selectwoman Reemsnyder reported that at this time there are no changes.  There is still a stop work order on both the electrical and the roofing with the reason being that the Town’s Building Official has requested an electrical analysis and until this is done the permit for the electric cannot be issued.  The roofing permit has also not been issued, as there may need to be work done that will change the roof structure.  

Selectman Sibley referred to an article in the newspaper about new assessments of properties along the shoreline with a lawsuit being filed out of Groton Long Point.   He plans to give the article to Walter Kent as a heads up for the next re-evaluation.

Selectwoman Nosal commented on a public comment at the last Selectmen’s meeting.  It was said that some people in the Sound View area had a private angled parking assessment done.  This was done by an engineer.  Selectwoman Nosal thanked the group for providing her with the report.  She reviewed her questions about the assessment with the Selectmen.  First Selectwoman Reemsnyder has shared the report with the engineering firm that the Town will be using and it will be taken into consideration for the final report. Comments will be shared at the Sound View Improvements meeting.

First Selectwoman Reemsnyder reported that school will begin on Wednesday, 28 August and she wished all students good luck for the new school year.


The next Board of Selectmen's Meeting is scheduled for 3 September at 7:30 PM.

Selectman Sibley moved to adjourn the meeting at 8:17 PM.  Selectwoman Nosal seconded the motion.  SO VOTED.
